Have you ever hear of a commercial liability policy that was only active on weekends? I would like to do roadside assistance but only want to wor a wekk a few days. Could they tailor a plan to only cover 2 days a week?
This is what I want to do. Did you ever figure it out?

You're still going to need to insure them... however, NOT using them for actual towing business should lower rates and make it easy to insure.
