Art. 103 on Disqualification of MPs states that "President shall obtain the opinion of the Election Commission and shall act according to such opinion".
Doesn't this mean that EC's opinion is binding on the President?
Isn't it an exception to the rule of Democratic mandate?

To recall a sarpanch and members of the two bodies, 50% members of a ward or gram sabha have to give in writing that they want to initiate proceedings. This will be followed by a secret ballot, in which their recall will require two-third members voting against them. This is not an absolute right to recall but a derived one.
