As this is about young age football (under 12) and we noted an "intention to foul" (clearly shown in the video) use of elbow, one should ask how far is such a player going to go when he plays as a teenager/adult? In football, use of an elbow is penalised with anything from yellow to red card. My opinion is that (for this age) a referee should call this foul purely for the fact that there was a clear "intention". The referee should also explain this decision to the kids.
