Saint Paul History: First Winter Carnival

Legend has it that the Saint Paul Winter Carnival began as a retort to a snobby East Coast reporter who wrote that Saint Paul in the winter was "another Siberia, unfit for human habitation." Since 1886, the Carnival has celebrated winter-time fun in Minnesota. Produced by the City of Saint Paul Office of Communications.
