What makes it surprising and interesting in mk3 Jax was that his arms were just painted! Nothing was sticking on his arms just paint looking like metal arms!

@Joseph flores No, en MK2 tiene brazos humanos, y para MK3 y a partir de ahí sus brazos están cubiertos por unas prótesis mecánicas que le dan ese aspecto a sus brazos En MK9, que es en esencia un reinicio a la saga, Ermac le arranca los brazos, y a partir de ahí hasta el más actual MK11 son totalmente robóticos

That's because 3D fighting games weren't prevalent until the late 90's. ( with the exception of Tekken & Virtua Fighter )
