Unused inputs should be either tied high or low. When left floating the IC can oscillate and fail to operate properly.

Another informative video, thanks Bill. When I saw the title I immediately thought of the Monostable Multivibrator, also known as a "one-shot". The passive components are chosen to make the output pulse wide enough to essentially "ignore" any additional noise pulses on the input.

For me, the RC filter set to about 2khz without the schmidt trigger works just fine for direct input into microcontrollers
