It is! Just use a vacum cleaner. Under the laptop, you should have a little circle with holes. Your fan is inside that little circle. Put the vacum cleaner on that circle and some dust may exit. I just did that today and, it has gone from 50-70ºc to 30-50ºc. Awesome!
I was able to follow the general instruction from this video in order to clean the dust out of my laptop.

Is it a good idea to use a Normal Fan as a CPU Cooler?
My laptop gets really hot and I think the fans need cleaning. So I was wondering is it possible to clean the fan vents without taking the whole thing apart? I only have 1 laptop and don't want to risk messing something up if I don't put it back together correctly. I don't have money for a technician either.

reconnecting fan 3wks ltr I cant seem to find where it connects to I'm starting to wonder if the place he is connecting to is a special kind of plug as I have a black square there with numbers on it with silver rails on each side .
Looking at the plug in the fan it doesn't seen to fit. I have the right fan as it is identical to the one I pulled out and i have been careful not to lose any parts. Maybe it wasn't
connected in the first place and that is why the bugger overheats all the time???

That is a pretty poor video. Part of it tells you to remove screws but never mentions replacing & mentions replacing screws that it never tells you to remove in the first place!
do you have any solution to fix annoying and very loud noise from the fan toshiba satellite, it's starts normally, but few minutes he runs very fast and very loud irritating noise, like it's touching scratching something while its running, i've already cleaned it up from dust but still have problem... please guide me whit something... can't work on laptop while having this annoying sound... ;(

Never repair such electronic parts without ESD protection! The Video is a bad example from this point of view!
