You can do with out them, but IMO, they do a good job, and look pretty cool. For decades, I would cut a piece of open cell foam (a old air filter is good), to fit under and between the dust seal the the oil seal, but saturate it with the Race Tech (Simons in the old days), fork seal lube. It would keep the seal lubed to reduce stiction, and keep the dirt off the seal lip. I would bet this system works just as good, and it adds bling to the bottom of your fork sanction tubes. They look good. Do both the foam and these covers and unless your chrome plating is damaged, I bet you never get a fork leak.
Ohh, by the way. To cut come foam to saturate with race tech seal lube, you make it thick enough to fill the space, and the length for a perfect butt fit all the way around will be the diameter of the smaller tube, (Lower slider on USD forks, and the upper stanchion of traditional forks), times Pie (3.1417). Math helps us figure thing out. :)
You should make them so the material can soak up some anti-stiction grease with out deterioration, (Race Tech sells some for fork and shock seals), to keep the fork seals lubed up. Take them off once a year to wash them, and lube them up again for another season of abuse. Almost a perfect product. :)
Dan Mulkiewicz there tge same come in pairs - got mine on Rocky mountain ATV - low coat and they do help keep dirt amd crud out of fork seals ! Worth the 12 bucks or what wver they were
