Municipal Governments mail you your Property tax bills, Water bills and Hydro bills regularly if your a homeowner but they don't automatically send you a mail in ballot for the damn municipal election. Municipal elections by far across the country have the lowest voter turnout because most of them have their candidates all running as independents and not with political party affiliation like Quebec and many US states.
