Canceling an order shouldn't be available after the food is done. Having any extra step on the restaurants side to confirm the food has been cooked then removes the customers ability to get a refund. Should be short and sweet.

I've seen a restaurant that has a vending machine for orders. Customers or vendors have to put in a code to get the item. They only have access to the item attached to the order. It's probably expensive but it is a good idea to stop theft.

People are making a living as doordash drivers. This type of behavior can end up hurting them too. Businesses will reject doordash service if it happens all the time. With so much opportunities to earn money there is no need for stealing.
Since they now have videos of the criminal, post screenshots of his face all over the neighborhood and in all of the restaurants so employees know not to give him any food when he comes in to get his order. You know he will keep doing this by using different names and creating different accounts. But if his face is on large posters everywhere, at least he will have to use someone else to steal the food and the public will know what he looks like.
