This isn't what the finale normally looks like. Without the long float, Pinocchio wouldn't show up. And Donald, Pluto, Daisy, Goofy, Chip and Dale wouldn't participate in the performance. Mainly on rainy days, the parade would be canceled as there would be a rainy day cavalcade.
