the problem when using like 4 different character models for the NPC's is that once you get a mission like "find this person" you are bound to find dozens perfectly identical NPC's who is not the one you are looking for.
I have this game and play almost every day. There is a lot of glitches that need to be fixed, especially with the ambulance, there is a lot of times where the ambulance will glitch out and the sirens will keep running with the EMT still in the ambulance. Same things with the criminal transport.
