If you could to a circle jump in airstrafes then you would strafe normally because you could quickly go from normal speed (320) to high angle strafe speed (500+), but you can't. If you want to strafe 'normally' in an airstrafe you need to make a sudden movement right when you hit 320 UPS to continue accelerating. When he's holding +right at the end that's basically the same as what you do in a half-beat strafe.
Well, as you can see it allows you to do a continuous transition from the normal acceleration to the actual airstrafe. You can strafe with any key, forward, left, forward + left etc. I could give you a detailed explanation but that would require explaining a lot of strafing theory and there's not room for that here =) you can google it though.

nice. how come every time i see it actually done, the person doesnt do normal strafing, but only holds one b utton?
