Til you get ILS Cat 2 and in case of having App Radar service you can train air traffic controllers to vector air traffic to a point from which, visual approach can be completed .

Very nice but they need to upgrade the actual airport infrastructure and provide 2x ILS approaches to both ends of the runway , which they do not have. Also need to send their ATC for proper training so that they can provide radar vectoring.
