Posting this trying to figure out the name of this festival. A Google search yielded nothing. Hopefully someone recognizes it.

It's the very 1st International Music & Media Conference (IM & MC) in Montreux, 10th May 1988.
It was broadcast live by both the BBC and The Music Box Network for the UK.
