and i knew that tilting my drive foot was good for me and too much coil pinch my pelvis and hard to balance while throwing just through my feeling and trial and error

I drive leg has an external rotation of 50 degrees! Does mean I should throw like Verlander or ER dominate pitchers with "toe out" position?

So for er guys the leg lift should just be a lift and Focus more on a aggressive drift?
For the back leg holding external rotation would you want to actively rotate the knee “corkscrew” and hold that actively?
To answer both of your questions straight on:
1. Since ER dominant athletes often are restricted in their ability coil the pelvis into IR, a more straight up loop like leg lift tends to be beneficial. As far as the drift component, they do not have the luxury of using the pelvic coil as a route to producing a initial move simultaneously. In both instances, think of the drift as a controlled gather, working in the 5-10% range of total BW (Perceived) being shifted forward before transitioning into the linear move.
2. That is one way to look at it / cue it for sure. At the end of the day it is a process of trial and error finding out what combo of cues/feels to elicit the best results for you specifically. Long story short, if you are further on the spectrum of ER dominance, the more dissociation between the pelvis and femur occurs.

Chasing metrics like spin efficiency can be a downward spiral in regards to mechanical patterns, these metrics like spin rate and efficiency can be manipulated with mechanical inefficiencies like transitioning into a pushing arm action out of plane, forced elbow extension, etc.
Is Lincecum an ER guy? If so then I suppose his hip problems came from him trying to coil so much, theres videos of him slipping bcus his rear leg just slips from the ground from all the internal rotation.
What if you have 45 for both what does that look like?
Some pitchers will display both, and their movements with their lower half will vary depending on other variables in their delivery.

Is Trevor Rosenthel ER dominate?
From an initial look at a few videos, here's some anecdotal thoughts. You could classify Trevor as favoring ER dominance, but does present range in IR.
Clears the lead leg early similar to Folty, presenting the ability to disassociate the pelvis from femur in ER.
Early Ankle Eversion with a femoral position favoring ER into his linear move.
Limited End Range IR into FFS, seeing the back foot release from the ground without turning over into tibial IR/femoral IR.
Landing Straight on to the Target after clearing the lead leg early.
Just a few checkpoints to look at when identifying potential dominance on one side of the spectrum or the other.
