I have the perfectly same board issued on 2019.01.07. That is T5_V2.3_2.13. I downloaded the same GxED2 project zip from GITHUB and installed it by Arduino ide. I selected the same display type as you selected. I compiled without error. But ePaper display does not work as yours. I just displayed "Hello World!" text and nothing more. What should I do or check to make it work correktly?

on a Lilygo TTGO T5_V2.3_2.13 with panel code SLH 1914

I have same problem with you. I just try the code from the example to displayed "Hello World", but it does not work
