I don't get why it is such a big deal to let the other team know you're going for those four yards before the play. It wasn't like they lined up in victory and then tricked them with that play. If it is a division rival, I would be pissed...conference rival, a little less so. But, your idea is pure genius. I would seriously love to see a team do that. They could march right down the field on penalties to the point you cannot get those four yards.
The game can’t end on a defensive penalty. The Ravens would keep getting untimed downs if the clock ran out. And if the Broncos did it continually, the refs could penalize them for a palpably unfair act (deliberately committing multiple penalties to stifle an opponent play).

I don't get why it is such a big deal to let the other team know you're going for those four yards before the play. It wasn't like they lined up in victory and then tricked them with that play.

The game can’t end on a defensive penalty. The Ravens would keep getting untimed downs if the clock ran out. And if the Broncos did it continually, the refs could penalize them for a palpably unfair act (deliberately committing multiple penalties to stifle an opponent play).
