The way I understand it, you would still place a gem in the next available spot. Per the written rules under round end: add gem token “… on side A of the board, this means you will add five gem tokens…” To me, this sounds like 5 gem tokens on Side A get added at the end of a round, regardless of forest tokens.

How is side B different from side A?
Different hanging boxes and plus boxes, so starting and next round gem placement is different.
