ProBuilder is distributed as a package through Package Manager but used to be an Asset Store tool. Which has since been deprecated when the developers joined Unity and ProBuilder became a free extension (many years ago).

Probuilder is dead asset. Only UI keeps changing and devs feel good about themselves.
