I used to live in a building in Malta that had no button for floor 2. Both apartment owners of the second floor refused to pay their share of the elevator, so the others had to pay a little more and the elevator was installed without a 2nd floor button and no elevator door on the second floor :D
I’ve stumbled across the same story in a building in my town where the residents of the 1st floor refused to pay for the modernization so they just left the 1st floor derelict

@@HeritageElevators And also the "street level" is called "ground" ("földszint" in Hungarian) not 1st floor like in the USA or in the UK. The 1st floor is actually the first floor above "ground".☺

how does it move with the doors open empty but not when someone is in it. How does it tell? you posted another elevator that did the same thing
+Ross Craig-Browne The floor has contacts that get pushed down when someone steps onto it. Then springs push it back up again when the passenger leaves the elevator car

+John Elevator Just new buttons. But it has original call buttons on the upper floors
+John Elevator I've seen ONE original one but out of order since the 70s or something. That was probably something like 1910 vintage! The chap who gave us a tour told us all sorts of crazy stories about the lift like crashing down a whole floor and being bounced back up again by some crazy springs or the lift being decommissioned because it was 110 Volts only - didn't seem quite impossible but then I saw the warning signs in the motor room "Vigyázz 380 V!" which means it clearly had a 220/380 V 3-phase motor.
The various "newer" FFV ones are occasionally more or less original though, like this one - only has a few new buttons. People from Budapest really love to point out that their city is the capital (FVV stands for Capital City Elevator Company).
where is the secret floor on that?
The 5th floor has no button inside the cabin, but may be summoned to the 5th floor -- however it will not stop at 4th on the way down, only 3rd and below.
