As the chaos insues, he has to begin to explain his presence there. He's just in his car waiting for his girl. As they repeat it it symbolizes his increased worry. Then the the solo represents the real cacophony and violence he hears. His words become plaintive, and distressed. Then, finally, on the last refrain, he realizes, she's not coming back. Sad important song.

But living your life doesn't have to mean you're totally passive about global matters.

I honestly think that the true reason they were there, is for freedom, freedom of opinion, freedom of speech. Democracy is the best we now know how to do that.
