How can we move the sidewalk/ bike lane from the center to the side of the road?

Click on the sidewalk/bikeway, right click>replace component (replace it with road or select what you want) or
Click on the road and right click>insert road component> chose your design and hit enter.
Or you can design your own by… On the top left, click Mange, then go to content and select style palette, on the style palette you should see the sideway tabs go to the road from there, select the templet that matches your road or any one you want for your design. Double click it, you should be in general setting, on the middle window, you can design your assembly by choosing the green +

Highlight the sidewalk right click you can choose replace component or you can delete and rebuild

Yes this is just a practice, in other examples we put the sidewalk on outside of the shoulder.
