This is because you probably tried to buy something with a credit card and It didn’t work!!! The only way to fix the problem is to try and put a card back on your account that has money (If you don’t know how much the thing you tried to buy cost, put like 10-100 dollars on the card and apple will take the money of (the price of the thing) )
