Yes you can propagate them and as you know it takes a bit longer to reach you because of the current situation so that might be the reason your water lettuce turning yellow

Ya you can put it on that tub but i will suggest you if you have fishes on the tub don’t put it directly quarantine the plants for 1 week on another tub than you can put it.

You can use any substrate available in aquarium store, best is Amazonia and if you don’t want to buy it then you can simply go for garden soil and river sand mix

For Lily, Lotus u can use clay as it is in ponds

Yes you can grow the floating ferns without soil on a cemented tank but the lotus or lily plant will need soil to grow.
The floating ferns like salvinia Minima and duckweed do not need soil to grow but some of these plants need soil to grow

No brother its salvinia minima only . And salvinia minima and salvinia natans are from same species and different genus but both looks similar
