@@Walter_Stroud While it can be, you have to look at the body language as well. It is usually accompanied by charging and pecking when it’s a dance for dominance. If a pigeon is trying to impress a potential mate they will do that exact same coo and spin as well but there will be no aggressive body language and they will even drag their tails with dancing. In this case he is also cooing using a call at times that’s only used for mates, he is definitely asking the owner to come over. Pigeons are incredibly interesting birds and will sometimes even pick humans as their mate, especially if they are the only pigeon the owner has.

I kill pigeons as a job, one day I saw a baby one on the grass, lonely and hungry, I adopted her and took care of her until today, she's happy and healthy. Probably I killed her parents and flew to find some food, so I felt the responsibility to take care of her. Nothing personal, it's just a profession.

My pigeon does this too haha. Her coo sounds VERY different, though. People never believe me when I say they're very clingy birds!
