And to hit both a row and a column (which would be a shared 4 numbers), looking at the entire board the odds are 4 out of 38. Only 10% chance to hit both a row and column bet. It would be more strategic instead of playing a row+column to just bet on red or black.
As a croupier in the U.S., The first 12 is with the right hand, second 12 is croupier choice, 3rd 12 is with the left hand. That's how it is at my casino though. No idea about others.
A real Roulette player would NEVER call the Croupier a dealer that is how you can spot someone that doesn't know what they are doing. That is like when sitting at a blackjack table and someone keeps calling the shoe the card box.

in Europe yes, i m not sure how its proper in the States.
In Australia it is the outside hand that places the dolly (marker).
Outside hand dollies the number in the UK. But honestly his chip handling is shocking so I'm not surprised to see mistakes

Good advice. Except don't play a double zero wheel or RNG (Random Number Generator) as in online roulette.
