The mountains featured are the Gamskarkogel and the Graukogel, the church is the Pfarrkirche (parish church) of Bad Gastein. 8:58 Hotel Miramonte in Bad Gastein (still exists today) 9:05 Grüner Baum Resort in Prossau Tal, a side valley of Bad Gastein - typical brown/white "Pingauer Kühe", a local race of cows - film follows the Kötschachbach river to its source in the Tischlerkar glacier - 10:25 Gasthaus Prossau, the inn at the end of the valley (still exists) - 10:33 "Himmelwand" (sky wall), a famous and very steep rock face in the Prossau Valley - 11:04 Bad Gastein, seen from the north

Parts of this movie seem to be shot at some national holiday. Only then (Austrian) flags were usually applied to public buildings. I either suggest 1. May (Labours day) or 26th of October (National Holiday-Nationalfeiertag). The later would suggest that it must have been shot post 1955 because only from then on we had that holiday.
Even then it was called "Day of the Flag" as far as I know, well into the 1960s. The reopening of the opera in November 1955 is another possibility but I don't think the film was shot in November. Maybe 1st of May 1954 or 1955 judging by the state of various buildings.
The tower seen at 4:08 is the "Ringturm", which was built between 1953 and 1955. Therefore at least this part of the footage definitely wasn't shot in the mid-1940s.

The Heinrichshof ruins still seem to be standing, which suggests 1954-1955 (the demolition permit was issued in July 1954 and I assume work began shortly after). So yeah, most likely 1954-1955. It's also not all Vienna, the scenes in the mountains are in several different places I think. The train station at the end is Feldkirch, which is about as far from Vienna as you can get without leaving the country.
The original facade and other parts in the front of the building remained more or less intact after the bombing, so they only had to be restored, and not rebuilt like the rest of the building.
@@whatafreakinusername You can see the roof so I'd say it was pretty much fully reconstructed. In another scene you can see the Ringturm, which looks complete, i.e. 1955.

You just confirmed my theory. There are too many undamaged Buildings.

The city may not have made it through unscathed but we should all be happy that as much of it survived as it did.
Vienna wasn’t as badly bombed as other German cities.
At 12:10, the sign on the train station façade says "Feldkirch greets those returning home" (Feldkirch grüsst die Heimkehrer)
4:52 the opera looks intact so it must be at least 1955 when the opera was rebuilt after being hit by an US bomb in 1945.
