Only a handful out there left that you can make who aren't going to be taken down or already made into a video. Skullmaster from Mighty Max, Phaeton from Exo-Squad, Hexadecimal and Megabyte from ReBoot, and Captain Hook from Peter Pan and the Pirates.
Hook is too ineffectual a villain for me, not to mention he had to repeatedly work with Peter Pan in the show. Phaeton got taken down for copyright reasons.
Indeed, they are his two most dangerous archenemies. If Darkwing is the Batman of the Duck Universe, then Taurus Bulba and Negaduck would be/are his Bane and Joker. Especially after he becomes a cyborg which is similar to Bane's venom apparatus as it's both a help and a hinderance.

Was binging this show. Did not expect a comeback for Taurus Bulba later in the show! Was a pretty terrifying comeback too! Wonder what it would be like to have Negaduck and Taurus team up. Unlikely though because Taurus did say he works for himself.

The question's been asked but I feel like the answer is obvious; Taurus Bulba would absolutely steer-handle Negaduck. The guy is basically unstoppable to Darkwing in most circumstances, and he read and played of DW's weaknesses from the second they met. NegaDuck not only has a lot of the same weaknesses, but more in that NegaDuck is infinitely easier to provoke and is too dedicated to his role to villain-y. Bulba is a genuine monster, and would sooner have NegaDuck smashed to bits than play the game of Cops and Robers NegaDuck and Darkwing are constantly playing.
And Taurus is also worse than Negaduck, while both of them are very evil and irredeemable, Taurus Bulba has a slight edge due to being literally Pure Evil. And his 2017 counterpart is even worse.
It's a funny thing that the Australian Disney unit worked on the first half while the second half was done by the Japanese Disney unit, both sadly defunct.
Since Darkwing is confirmed to guest on the DuckTales reboot, Taurus is in the top of my list of villains that can crossover with him. I'd love to see him play off Scrooge,

It's just me...but i have to admit if they ever do a spin off reboot from the current Ducktales show, i'd love to see what they'd do with Taurus Bulba and Negaduck...especially when they made Magica De spell such a badass.

Taurus Bulba was assumed to be dead because he went up in an Explosion do to Darkwing Duck when he caused an Overload of the Waddlemeyer Ramrod; A trachio-specific device that disrupts gravitational bonds and allows manipulation on a micro scale. In layman's terms, it makes objects and people float. It was created by Gosalyn’s Grandfather before he died from an “Unfortunate Accident” caused by Bulba’s goons. He taught her the Arming Code in the form of a Lullaby which is the colors of the controls in this order: 🟨🟦🟥🟦🟪🟪🟦🟪🟩🟨. Darkwing activated the Ramrod to cooperate in exchange for Gosalyn’s life. Bulba ordered Tantalus his pet Condor to drop her again. When he thought he’d won Darkwing attacked him. Launchpad saved her in the Thunder Quack. The overload of the Device caused the beam to hit his Goon’s Hoof, Mouth & Hammerhead Hannigan to float off. His Airship was struck by the beam too caused it to fall into the Bay & blew up. He underestimated Darkwing Duck but if Bulba was going down he planned to take Darkwing with him. After Darkwing survived he adopted Gosalyn becoming her legal Guardian.
@Angie Reyes I've seen the episode in the 2017 Reboot of DuckTales and Gosalyn wanted to get her Grandfather back from another dimension. Plus Taurus Bulba managed to bring back The Fearsome Four from the TV Show of Darkwing Duck with the Ramrod.

I think the new Duck Tales version of Bulba is a real step down in villainy. The new one just doesn't have the same level of menacing power behind him.

I don't watch this show. I don't know this character. But I saw it in the thumbnail and just, out of the blue guessed from the face they made, "I bet they are voiced by Tim Curry." Then clicked.

It's just me...but i have to admit if they ever do a spin off reboot from the current Ducktales show, i'd love to see what they'd do with Taurus Bulba and Negaduck...especially when they made Magica De spell such a badass.
Since Tim Curry is probably not available at the moment, probably someone else will take over his voice, like Laurence Fishburne, Clancy Brown, Corey Burton, John DiMaggio, Jason Mamoa, or James Arnold Taylor.

Taurus Bulba was assumed to be dead because he went up in an Explosion do to Darkwing Duck when he caused an Overload of the Waddlemeyer Ramrod; A trachio-specific device that disrupts gravitational bonds and allows manipulation on a micro scale. In layman's terms, it makes objects and people float. It was created by Gosalyn’s Grandfather before he died from an “Unfortunate Accident” caused by Bulba’s goons. He taught her the Arming Code in the form of a Lullaby which is the colors of the controls in this order: 🟨🟦🟥🟦🟪🟪🟦🟪🟩🟨. Darkwing activated the Ramrod to cooperate in exchange for Gosalyn’s life. Bulba ordered Tantalus his pet Condor to drop her again. When he thought he’d won Darkwing attacked him. Launchpad saved her in the Thunder Quack.
The overload of the Device caused the beam to hit his Goon’s Hoof, Mouth & Hammerhead Hannigan to float off. His Airship was struck by the beam too caused it to fall into the Bay & blew up. He underestimated Darkwing Duck but if Bulba was going down he planned to take Darkwing with him. After Darkwing survived he adopted Gosalyn becoming her legal Guardian.

@Angie Reyes I've seen the episode in the 2017 Reboot of DuckTales and Gosalyn wanted to get her Grandfather back from another dimension. Plus Taurus Bulba managed to bring back The Fearsome Four from the TV Show of Darkwing Duck with the Ramrod.

I think the new Duck Tales version of Bulba is a real step down in villainy. The new one just doesn't have the same level of menacing power behind him.

Tim Curry was one of three actors who played the part of "Dale the whale" in the TV show "Monk" who also operated behind prison bars just like Taurus. I just thought that was interesting.
