It's complicated! But the little movements with the raised curved tip usually indicate openness - like a friendly greeting or curiosity. If the tail is on the ground with the tip twitching it might be slight annoyance or frustration. The whole tail swishing could be several things too - aggression/irritation, hunting/playing, bigger frustration, or general stimulation (including from petting!) It can also be different for each cat - other body language like the ears and posture can help paint the whole picture.
