In my experience,the General's Red plastic sharpener, the M+R 602 Round Brass and almost any KUM sharpener, all work with pastel or charcoal pencils. You just have to go slow and careful, as also sharpen or change the blade when it gets dull.
They say if you put a woodless graphite pencil through it, it will keep the blades somewhat sharp.
It definitely helps for a little while!

You need to clean the blades......1 a month is insane. Use a toothpick
Not when you draw with pastel pencils as much as I do, they blunt the blades very quickly.
