Do you know if it's true that when you tear an anti static bag it damages the discharge value? Another video suggested this is all. Which means half the bags I've used in my life have been faulty.
Good luck getting under 1kV to go through both sides of a 6mill pink poly. And, I highly doubt you could get an arc even at 10kV to follow a current path through one side of the bag, through a device contained there within, and through the other side to ground unless you suspended it in a purpose-built spark gap.
No you cannot, as Toby said in the video. The bag has to fully enclose the product to create a faraday cage to dissipate static charge. ESD mats work differently as they are grounded.

You can use an Anti-Static Bag to keep/store your electric detonators
So, ESD bags might be good for roll-your-own capacitors...
