considering WoW isnt built for HC and there are still so many bugs in the game that can kill your character, petri is a decent fix for those problems. Also, its not like people play hc just hovering their finger over petri to use it instantly. Most of the times people forget to even use it because the situations to use petri are rare af and people tend to try and play it out instead of petring out on the first sign of trouble.

Keep it in raids because it's too easy to lose your character in the blink of an eye, but remove it from everywhere else

He kept resetting its aggro range (leashing) and as such he'd have never escaped. You need to stop attacking and using spells on it, he kept lowering its attack and slowing it down which resets the aggro range. It's a classic noob mistake.
