This is called needle sweep and the VXR clocks do it as standard
You can install on normal clocks ,google it

Nice , so if I wanted to do all of the clocks purple like video including middle section is that possible without blanking off . Also switches and clock in centre of dash

You can fit a 1206 across the mileage + and - or fit a PLCC2 and blank a contact off

Test LED in question on board with 1.8v or 3v power source depending on colour.
If LEDs are working, then I would say polarity issue.
