Because of thermal throttling which is caused by high temperatures. I'm working on an undervolting guide video just to prevent thermal throttling and reduce temperature for both CPU and GPU

what program you use for recording the games in your laptop obs not recording all games in my laptop plus tutorial brother

I use obs only, try running the program as administrator to fix that issue
