DS-260 is the real deal, it's the application for greencard. The rest was just lotter selection. So if selectees don't send their DS-260, they will not have their background cleared and will not get any 2NL, no visa interview. It's important to know that someone with low case number can still submit DS260 late, but like yiu said, once cleared, they will get 2NLs, but probably late, compared to someone who submitted early. Someone with high case number who submit DS260 early, doesn't get 2NL early or interview, they still must wait for Visa bulletin to be out, once their case is current, that's when the expect 2nl( couple days after visa bulletin). I love how the couple is informed of this process, very informative, given my many years of experience, I can say the information they are providing correct. That's what we need.

Another advice for the Family looking for a sponsor /host, you can look for someone to host you alone then after you're done with the interview, fly out, start working then get your own apartment and from there you can have your famjly join you. Just make sure you do this before the 6 months visa validity period elapses.
Most studios/cybers in Nairobi charge at least 500 - 700 per photo. Easy to find one in major malls in Nairobi ( TRM, Sarit, Galleria ..) and most CBD studios/ 'big' cybers.

It is hard to find an employer to sponsor your work visa. If any of you is a nurse, there’s a company called avant that sponsors nurses to come to the US and work. Otherwise I would encourage you to keep filling out for the DV lottery and maybe one of these years you’ll be selected
