Actually she didn't intentionally do it at all. Tanya was speaking in Dakian, a language which isn't natural to her and so her real voice comes out. The rest of the time she's intentionally changing her voice so people take her more seriously. Hence why when everyone was saying "they didn't know she was great at acting" she looks pissed off.

Many countries went into ww1 using 19th century tactics (including the US) and got slapped silly because of it. There was an adjustment period + many battles were studied even to this day about why they failed and how they could have succeeded. If you watch that modern documentary on how to train navy seals, then go back in time, theoretically you should be able to become the best drill instructor of that time period. Strengthening them, fueling them to achieve a higher temp, and directing them for maximum destruction. They had a whole painting in the future where it was still debated whether it was a war crime or not.
