can it be sanded? got some on the body where I don't want it and primed over it so can I just sand that down?

Hello there, what is the texture like when it dries? A little rubbery? I'm looking for some stuff like the kind that came with my hood hinge cups, when I pulled them off this greenish rubbery sealer was behind them, thank you for your time
