Dave loved it but was confused about the stage show. Did they have an entire tour like this? Was this special just for this venue? Was it a tv show appearance?

yeah thats the music video for this song, that was amazing that they had the same outfits from the musicvideo.
Muse is a transcendent experience, specially at a Live venue. I do recommend everyone to see them live at least once in your lifetime! Well spent money! Regarding "Panic Station", its sonic vibe takes me to INXS! Love it!
This was part of their "Tokyo Zepp" thing. I don't know myself what happened there but they did like a very funky show. Dave seemed a little bit worried that they've lost their mind xd. No worrys, it was like a one time full funk experience for them. I guess to blow off some steam 😂

This was filmed when they filmed the official music video for Panic station, which included the crew wearing all these weird costumes. So they decided to wear them for the concert 🤣
This performance is from August 2013, the music video was already out by that time, they just wore the same outfits.
They played in Japan at the beginning of 2013 too, which is when the music video was recorded.
