It looks like they are getting bounced around a bit, but I think most of the movement is due to the relative wind as they are moved laterally along the track. There is flex, as rvnmedic said, and their position to the wind is along its longest edge, so that flex is probably more pronounced than when they are spinning with the wind across their narrow edge.

They go through our town quite a lot on the BNSF (Formerly the CB&Q mainline) and the large end of the blade appears to be secured to a swivel device that allows some movement between the blade and railcar.
Wow! At that radius, plus a few feet for the central hub... if the wind got the turbine going at 20rpm, those tips will be moving at nearly 200mph. I never considered that.
I've seen a couple like this before. But it was two CN units moving westbound through California, MO. Quite a sight!

Optical illusion? It seems that the tips of these blades wobble around quite a bit. It is it just a visual artifact of the camera?

Kind of the point, big chunks of it is made of fibre glass & wood. Light Weight and Strong as possible is the key.
