@@CF-lc7kp We were there about 8:00. So we had dinner between 8:00 and 9:00. Of course that varies with the time of year and sunset, so plan to give yourself about an hour to eat and ideally have the sunset be somewhere in the middle of that. We did not see fireworks from the restaurant, but we did go riverfront the next night to watch them there.
It does move very slowly. It takes about an hour to make a full revolution. So over the course of your dinner you'll get to see the view from all sides.
I'm not 100% sure. We were able to use our Verizon cell service as it has free roaming in Canada. I'm fairly sure the tower does have free Wi-Fi though. Enjoy your trip!

We made reservation for 1 hour before sunset and ate slow. Check the weather forecast for the day you plan to go for the sunset time for that day.
