Is there a way around doing the ADAT when you don’t have permanent residency?

You can do the ADAT without PR along as you are able to come to the US or CANADA for the exam

Which are the states in U.S wherein Canadian dentist license is valid to practice ?

The states that accept the NDEB license are Minnesota, Washington and Colorado, you should contact the dental association in each state as requirements may vary.
