My guess is a multiple monster control card. For example let's say you're facing down 3 dragons, the card would swap control of the 3 dragons to you if it was tribe. Or if it was crush card any monster over crush card's limit.
While cards based on the "Waking the Dragons" story arc didn't arrive until 2015 the anime episodes are from 2003. The timing of that comment was 2005 so I think it is possible that cards based on the arc were being discussed and a The Fang of Critias style fusing was being developed. Unfortunately those plans were likely scrapped in favor of expediting the release of GX era sets. GX was already a year old by then and the first GX era set (The Lost Millennium) was released only a couple of weeks after Kevin mentioned the card.
Sounds like YGO lost media. Who knows, probably one day we'll know more about this exotic card. It can certainly be very strong as Spell and Trap cards were way more powerful than monsters back in the day

I'd like to add that Tewart also wrote a fanfiction series a LOOOOONG time ago which revolved around a series of cards he created based on weapons held by the gods of the Greek pantheon. "Weapons of the Gods"... I remember reading that series with some excitement.
Kevin Tewart was probably just lying. He was also a cheat. In late 2003 there was a mall tour in my city. Where we got to play against upper deck judges, this guy was my opponent, and proceeded to play chaos emperor dragon against me. Mind you, this freaking card hadn't been released yet, and wouldn't be released until a few months later in 2004. I continued to chain my torrential tribute, and this guy..this judge, told me I couldn't do that, that I couldn't respond to his destruction effect..I was a 15 yr old kid and knew this guy was pulling this rule out of his ass and who was I going to get to rule against him? I just rolled my eyes and let him beat me.

I don't know how to do it but I assume a Combination of Tribe Infection Virus and Thousand-Eyes effect seems reasonable: Gains Stats of the equiped monster. Send equiped monster to the GY and destroy all monsters that havee the same type or something.

I practically lived on Pojo from 2002-2013. In my experience with Kevin I don't doubt the card was in R&D at some point, but never went passed that stage. Yes anyone can make up a card but the head game designer for the TCG isn't just some random.

I think the activation condition is that instead of any dark monster being tributed, you tribute a relinquish instead. As for the effect, no idea. Maybe take control of all your opponent's monsters/cards?
Honestly if I had to guess to say if a card was that busted. I imagine it has an "Anime Crush Card Virus" effect. The one where you can't summon any monster with 1,500 or more ATK for the rest of the duel. In a format where whoever had the biggest beatstick won, resolving that would most likely get your opponent to say, "let's go to game 2".
Hey, I don't know how but when I was kid on my block we used to have 5 same cards whith a print error wich was 15000 attack instead of 1500 but I never found anything about it on the internet. I actualy live in france but I'm protuguese but as soon as I go back to portugal I will try to find that card somewhere in my bedroom. I don’t think relinquished makes much sense if you remember that the millennium eyes stuff wasn’t around back in DM era, so thousand eyes idol or restrict would make more sense as a material then relinquished
I mean, just because a card has banned materials used for its summon doesn't mean it couldn't be printed. Take Blue-Eyes Shining Dragon; even in a format with no banlist, the card was unsummonable for a year because we didn't have Blue-Eyes Ultimate Dragon in the TCG at the time.

One card in the anime that Bandit Keith used was called the Pillager. It literally let you pick one card from your opponent's hand and add it to your own. So really you're adding a resource to your hand while also denying your opponent one from theirs, while also scouting all the cards in their hand at the same time. Super broken ass card. On par with Deliquent Duo in my opinion.
