Imo, keep centre and let them tsuki themselves as this means: 1.you won't lose a point if in shiai; 2.you have an opportunity to strike as they will be shocked and freeze a bit; 3. They will learn that they need to have a better centre to be successful next time.
Good question. What you explained (let them tsuki themselves) is called mukae-zuki. I don't recommend doing that all the time because then you will have a habit of "not doing anything". You always psychologically take the initiatives. When your opponent moves, you will strike. This is the mindset (sen). When you have that mindset, your body will start following your mindset. And you can develop "debana-waza". From there, you can start developing ōji-waza. Hope this helps!
