This is a last ditch attempt at removing a seized alloy stem in a steel bike frame. It should be done with extreme caution wearing all the proper safety gear and working in a safe environment.

I have the same problem. A what looks like a steel quill stem on which the bolt doesn't want to spin at all. I'm going to cut it low and then drill it out as I need the forks.
How people get their headsets seized in the first place? I had more issues with headset being too lose,than too tight.Why not just tap it with a hammer?

You know how well the hacksaw worked, right? Well, if the stem has a large enough hole in the center then you can use one of these mini-hacksaws: i.imgur.com/KuQMYqM.jpg i.imgur.com/gv0K3Tw.jpg
The great thing about these is that the blade end can protrude into the hollow center of the stem or seatpost. Your goal will be to make at least 2 cuts going straight in and relieving the contact pressure. You may need to use a flat head screwdriver and a hammer to tap a section inwards, but be careful not to force a screwdriver as you do risk deforming the tube if you haven't correctly or fully created relief cuts. These are typically aluminum castings or milled from billets, so they aren't going to just curl inward using a pipe wrench.
A large pipe wrench is likely to allow you to turn the stuck post but not free it if the oxide is well built up. If you think the stem or seatpost is worth saving then you can try an acetone/sewing machine oil mix and hope it's only minor. I like to avoid caustic soda and heat treatments.
Sometimes the quill stem end is stuck but the post is freely moving. In that situation, loosen the bolt a fair amount, then tighten it back down just enough that it's not clamped again but has very little play, then strike the stem from the side in order to cause rotational force. This can free the quill locking nut.
What I did was the stem I hammered out as far as I could. Then use that method. It came right out first run
Ok so you have the facilities at work to dispose of the chemicals. If I rock up at my local recycling centre I think I would be told to get on my bike. So how do I dispose of the waste?
My stem is made of steel, anyway I can remove it without destroying it?

Caustic soda won't dissolve steel so it's not going to have the same effect. It may loosen it but there are lots of other methods to use on steel.
