TLDR - Edit, Preferences, General, Use Legacy Free Transform :)
This tutorial goes over how to bring back the legacy behavior in Photoshop where you had to hold shift to scale proportionally. For whatever reason Adobe decided to change this behavior in a somewhat recent update to the tool, and if you're a long time Photoshop user to me, it's pretty hard to break old habits which makes that change frustrating.
Luckily changing the behavior back to needing to hold shift in order to scale proportionally inside Photoshop is quite easy to do! Hope this is helpful.

I want the exact opposite. Today I was editing something and all of a sudden the scaling was acting like this setting was enabled but it wasn't and now I can't change it. I have to hold shift no matter if the option is enabled or not. I'm very new to Photoshop so it's alien to me to have to hold shift to rescale shit

The same thing happened to me and I can't seem to find an answer. Did you manage to find out what happened and reverse the setting to not having to hold shift in order to scale proportionally? Thanks!

@@agathagb1502 I had the same issue, just uncheck the "maintain aspect ratio" in the transform panel and it should go back to normal, at least for me it did.

@@sjorsvanrijsbergen256 hi, when you transform (ctrl+T), you see a chain on there, you can try to click on that and see what happens. I hope that helps.

OMG!!! This is super helpful. I've been struggling with this for a long time, cuz I often need to switch between PS and AI, and the AI SHIFT still works in the old way. Thank you so much~~~

Exactly. The question is WHY??!! I’m actually annoyed that they called it ‘legacy’. The default should be the standard that they set themselves. Thanks for sharing.

It was a strange move to me, especially since Illustrator continues to work the way that Photoshop used to, thus causing potential user confusion when transitioning the tools.

Hi, may I know how do I find the legacy transform in Photoshop CC 2019 ? Couldn't find it as per your video guide and it's annoying to always encounter the reversed behavior where holding SHIFT key will enable the free transform. Thanks

Better not get used to it. Literally every other applications use the logic "Transform Uniformly if SHIFT is pressed, otherwise Transform Freely". Literally every other: Illustrator, Figma, After Effects, Publisher, Word and millions of them. Adobe decided to change this just by implementing unnecessary feature, they tried to fix what is unbroken.
I understand, it is your personal choice to like or not to like this, but you will feel the annoyance and hard time to get used to if you decide to work on another application.

Yes, I think it's all about what you're used to. It's jarring if you were very used to the old way, but if you're used to the new way, then that's what's "normal." :)
