One reason for shortages is that California has a special formulation for gas. Just can’t bring gas in from another out of state refineries. If those refineries make changes, expect higher prices.

I'm a small business owner and every time 1,000 laws are passed every year by the governor that's a thousand laws that I have to monitor and a thousand laws I can unwillingly be breaking and a thousand loss that can drive me out of business. But my competition like Kaiser Permanente or cedar Sinai or UCLA can afford huge HR departments and huge lawyers. So I'm sure these laws were actually written by the bigger oil companies to cut out that 8%.

Try $1.96/ Liter in Vancouver Canada regular gas. Premium gas is almost same price as what you posted but per liter not gallons so 1/4 of the amount of fuel for the same price as in Austin..
This is a supply and demand issue. It has nothing to do with politics. California leads the country in hybrids and EVs, so much so that the state of California is trying to figure out how to replace the gas tax with perhaps a mileage tax. Even with Philips closing this plant California still has the third most refineries in the country following Texas and Louisiana. There are twenty states that don't have a refinery at all including Florida so except for some good paying jobs including fire watch, we won't notice much.

The refining process of the fuel industry is exactly where the bottle neck is. It's not drilling or the availability of crude at the beginning of the process or the lack of distributors or gas stations at the end of the process. It's right in the middle at the refineries. California has been losing refining capacity for years and this is just another step in that direction. This is nothing but bad news for the driving public no matter what anyone says. And this is part of a larger trend of industry exiting our state. Tesla now calls Texas home. Silicon Valley doesn't manufacture there like it did when I worked there in 1980. And remember when we used to have an aerospace industry in L.A.? Most of that's gone now as well. Our state is good at letting creative people found their businesses here but we seem to be even better at driving them away.

hey it makes sense to a idiot lets prevent gas prices from spiking, Ok lets shut down the existing oil refineries down, not to mention the reason the refinery is so dirty is because california made it impossible to build a new one so the land has been toast since the early 1900s. Does it make sense to anyone that gas would be cheaper if we refine it in texas rather than California. were polluting just as much by transporting all the fuel without a pipeline. Maybe we should have built a pipeline before we knew there was going to be a spike in emissions by trucking in all the oil rather than a pipeline. you see Californians our politicians are literally incompetent thats why we have to elect them out there are to many life politicians in California who are not good manager or planners. This is what happends when you elect the popular person with all the hollywood friends instead of the competent guy with the experience. 40 years of this incompetence we need to send a wake up call to democratic lawmakers in california
You're right just like they think there's no harm to environment from using pumps to fill tanker ships in other countries then travel across the ocean burning bunker oil then pumping it back out when it arrives. All of that is zero emissions they act like.
California refineries produce the cleanest fuels in the world. The P66 refinery has a WGS/WESP on their FCC making it the cleanest in the world. Why would we force them out of business just to buy imported fuel?????

If we don’t refine then the fuel we get is what we get. If California wants CARB they will have to pay the extra prices now to import fuel into California Just like Hawaii
