As someone who worked in the legal field for 4 decades, the term "shall" in any law or statute can be read as "must."
I work in electrical engineering and "shall" is a major power-word in our designs as well.

Tariffs are effectively a sales tax. They are both by their nature regressive taxes, which is why Trump likes them. Poorer and even middle class people often have to spend all their income, and rich people only spend a tiny percentage of it.

tariffs only hurt the poor

Tariffs are meant to prevent the type of economic warfare where a country heavily subsidises production of certain goods in hopes of destroying the production capacity of those goods in other countries. Solar panels from China and the EU was an example of such a move less than ten years ago. They are specifically meant to raise prices and so protect local companies until they can produce at similar prices as the imports. If you want to help consumers, you use subsidies instead of tariffs. Both are economic warfare and harmful in the long term. The orange 🤡 obviously has no idea about this or doesn't care.
Tariffs like that will hurt all working people! Economists estimate another $4k a year more.
