You need a wind deflector for the front of the roof rack, the whistling is the wind being forced over the rails and through the cage of the rack. A wind deflector for the front should take care of it. Also paint it black
Get a roof box, one for ski's. Long and narrow and keeps stuff out of the elements. Yakima makes a long narrow basket though if you have your heart set on that.

Ruddy, the vibrations on decell is the guibo - that’s the “center support bearing” in the middle of the driveshaft, super common on e36/e46. The guibo was literally designed to stabilize the driveshaft lol
The guibo and CSB are 2 completely different parts lol. The CSB is a bearing, the guibo is the rubber disc mounted between the driveshaft and transmission to allow for flex
3 series e46's are one of the most reliable cars I have ever owned, drove my sedan up and down California so many times with 0 issues. Always wanted to build a wagon

I would guess driveshaft Center support bearing or maybe a motor mount or transmission mount when you let off the gas and the motor moves that amount of movement that a can is making something rubbing up against the frame or something those are only guesses please let us know when you find out what it is

Wind deflector helps there’s also other hacks to quiet it down but for the most part they will always make some noise.
CB7 Accords are so fire. Especially the coupes. I've always loved those cars too.
Just don’t do Polly engine and trans bushings. It miserable. And you should definitely do the cooling system if it hasn’t been done recently.

The name of the bearing you have to replace is called the guibo. It’s a bmw thing
Vibrating when you let off the gas usually is the driveshaft bolts are loose. Check the whole driveshaft.

Vibrations off gas are centre support bearing or driveshaft/cv joint related. Happened to mine a few years back🤌🏻
I have one of those bodystyle accords. I love it. Its a coupe with the blue interior(not rare but not the common burgundy or tam).
Just get a thule or Yakima deflector for the front and it should remove most of the sound

Caps or something on the end of the bars on roofrack may help some or get a Deflector To divert the air over top of rack
