The 15% polling rule happened after the Perot debates. So naturally they cite the polls that would be hardest to reach 15% for a 3rd party. Of course, make no mistake, if 'Jr reaches 15% I'm sure they will make another rule to keep him out.
Makes sense, Perot made Clinton president when Clinton only won 43% of the vote. They don’t want someone else making it so less than half of American voters decide the direction of the whole country.
